Binzhou City Launches Dog Registration and Licensing on May 1st

To standardize dog behavior, protect public health and personal safety, maintain urban environmental hygiene and social order, and on November 28, 2019, the government issued the 'Regulations on Urban Dog Management of Binzhou City' (Government Decree No. 7), which came into effect on May 1, 2020. To implement the relevant provisions of the 'Regulations', our city has formulated a specific implementation plan.
According to the plan, from today until April 30th is the preparation and publicity phase. Our city will announce the fees for initial dog registration and annual registration certificate management services, announce the 'List of Prohibited Breeding of Ferocious Dogs and Large Dogs of Binzhou City' (including illustrations), build the (citywide dog management information system), and form a specialized dog management team, and set up dog custody, inspection, and quarantine places.

4 (April), our city will concentrate on carrying out multi-level, broad-angle, and all-round publicity and mobilization, and 12345 will unify the acceptance of dog-related issues. All functional departments will handle matters separately
Service points, mobile apps, and WeChat accounts will provide registration services and issue smart dog tags.

From May 1st to June 30th, it is the concentrated registration phase. From May 1st, all designated dog immunization, registration, and registration certificate service points in the city will be officially launched. Mobile apps and WeChat accounts will open to accept dog registration applications. For applicants approved, smart dog tags will be issued, and the system will automatically generate electronic dog registration certificates.
The city will accept stray, unlicensed, and abandoned dogs, investigate and shut down illegal dog breeding activities, and close illegal dog keeping places.

From July 1st to August 31st, it is the normalization management phase. The People's Governments of all counties (cities and districts) and all municipal development zones will organize dog management activities in their respective areas. Regarding dog management issues, they will combine education and punishment, through reminders, notifications, deadlines for rectification, and legal penalties.
