Sour and spicy noodles (home version, so delicious you'll stop eating)

Ingredients needed: Red potato noodles, coarse chili powder, fine chili powder, scallions, garlic, vegetable oil, Chinese black vinegar, light soy sauce, aged soy sauce, salt, sugar, white sesame seeds, cold water ( – hot water)
