Prohibit units from raising dogs

Prohibit individuals from raising aggressive and large dogs. The species of aggressive dogs and the shoulder height of large dogs shall be determined by the Public Security Bureau in consultation with the Agriculture and Rural Affairs Bureau, and publicly announced.

Individuals raising dogs are limited to one dog per household.

Prohibit the following dog-raising behaviors

(One) Disturbing others' normal life;

(Two) Allowing dogs to intimidate others;

(Three) Instructing dogs to injure others;

(Four) Organizing dogs to fight each other;

(Five) Raising dogs in residential community areas;

(Six) Abandoning and abusing dogs;

(Seven) Other behaviors stipulated in the law.

Prohibit dogs from entering the following places

(One) Hospitals, pharmacies, clinics, health and wellness institutions, senior citizen indoor activity places;

(Two) Child care institutions, schools, children's palaces, and other youth activity places;

(Three) Sports fitness centers, museums, libraries, cinemas, and other public cultural and entertainment venues;

(Four) Taxis except for public transportation tools and waiting areas;

(Five) Cultural relic protection units;

(Six) Catering venues, shopping malls, hotels, indoor rural markets;

(Seven) Other places stipulated in the law.

When carrying dogs out of the house, the following regulations shall be observed

(One) To wear dog identification cards for dogs;

(Two) To use a dog leash with a length of no more than 1.5 meters and without retractable function to control dogs;

(Three) To avoid disturbing others;

(Four) Immediately stop dogs from barking and attacking behaviors;

(Five) Immediately clean up dog feces and vomiting;

(Six) Shall not allow persons without civil capacity or limited civil capacity to carry dogs;

(Seven) When entering corridors, elevators, dogs shall be placed in dog bags, dog crates or close body restraint. When carrying dogs to take taxis, consent from the taxi driver and fellow passengers shall be obtained.

Public Security Bureau carries out supervisory and administrative management work

(One) Patrol and supervise dog-raising behaviors;

(Two) Accept complaints and reports;

(Three) Stop and punish dog-raising behaviors in violation of this ordinance;

(Four) Handle dog-raising cases disturbing the public and causing injuries;

(Five) Capture or entrust professional organizations to capture dogs that must be confiscated, stray dogs, unclaimed dogs, etc., and send them to dog-raising places;

Violating this ordinance, if one of the following behaviors is committed, the Public Security Bureau shall issue a warning; if it is not corrected after a warning, a fine of no more than 500 yuan shall be imposed.

(One) Failing to wear dog identification cards for dogs when carrying dogs out of the house;

(Two) Failing to use a dog leash with a length of no more than 1.5 meters and without retractable function to control dogs when carrying dogs out of the house;

(Three) Failing to avoid disturbing others when carrying dogs out of the house;

(Four) Failing to immediately stop dogs from barking and interfering with others' normal life;

(Five) Failing to immediately stop dogs from attacking behaviors and allowing dogs to intimidate others;

(Six) Allowing persons without civil capacity or limited civil capacity to carry dogs;

(Seven) Failing to place dogs in dog bags, dog crates or close body restraint when entering corridors, elevators;

(Eight) Failing to enter dog-restricted places with dogs.

Violating this ordinance, failing to immediately clean up dog feces and vomiting, the Urban Management and Administrative Enforcement Department shall order correction; if it is not corrected, a fine of no more than 200 yuan shall be imposed.

This ordinance is effective from May 1st, 2020.
