So much stuff piled on these two puppies, and then they’re still pulling it along—that’s not right. And the roads aren't great; they couldn't even climb hills without the puppies struggling. The owner would only help if the puppies were struggling to pull.

These tiny puppies shouldn't be carrying so much; it's completely inappropriate. Even reducing it to half would be enough to prevent them from getting too tired. Of course, even reducing it to half is already a lot for two puppies.

If you look closely, one of the puppies’ hind legs seem to have a problem—it doesn't seem to want to touch the ground, but if it doesn't touch the ground, it can't pull properly because it can't exert its full force.
