Man Intentionally Carved ‘Sichuan’ on Badaling Great Wall, Faced Five-Day Detention

According to CCTV News, during the Qingming Festival holiday, the Badaling Great Wall scenic area experienced a slight peak in tourist flow after reopening, receiving over 12,000 tourists on April 5th alone. With the gradual recovery of tourist volume, some uncivilized behaviors have also rebounded. Recently, reporters from the Badaling Scenic Area Management Office learned that, in response to illegal and uncivilized tourist behaviors of damaging cultural relics, the Badaling Great Wall Scenic Area has introduced the ‘Badaling Great Wall Scenic Area Cultural Relic Damage Punishment Regulations’ based on relevant laws and regulations, and will include tourists and tourism staff who damage cultural relics and cause serious social impact in the ‘blacklist’ to restrict ticket purchases. The ‘punishment regulations’ are officially implemented starting April 6th.

It is reported that the ‘punishment regulations’ of the Badaling Great Wall scenic area are based on the ‘Law on the Protection of Cultural Relics’, ‘Regulations on Scenic and Historic Area’ and ‘Regulations on the Protection of the Great Wall’ combined with the actual situation, and apply to tourists and tourism staff who damage the Great Wall main body and related castles, passes, beacon towers, and other related cultural relics. The ‘punishment regulations’ stipulate that seven categories of destructive behaviors, such as carving and deliberately damaging cultural relics, will be subject to administrative penalties. For destructive cultural relics and seriously disruptive tourist behavior, according to relevant laws, they will also be included in the record of tourist uncivilized behavior, restricting ticket purchases. The ‘blacklist’ of tourist uncivilized behavior will be regularly published to the public, increasing the exposure intensity and strengthening social supervision.

Real-name reservation ticketing has technical guarantees for the ‘blacklist’ system.

Badaling Scenic Area Management Office Spokesperson Li Dong: We have always wanted to implement the ‘blacklist’ system. In June last year, the Badaling Scenic Area realized the full-network real-name reservation ticketing system, which provided us with the technical conditions to set up the ‘blacklist’ system. Once a person who violates the destruction of cultural relics is listed on the blacklist, they will not be able to book tickets for five years.

At the same time as issuing the ‘punishment regulations’, the Badaling Great Wall scenic area has also revised the ‘Grid Management Regulations’, which will increase the density of control by increasing the frequency of regular inspections and key daily checks, and will utilize monitoring systems and drones covering the entire scenic area for cultural heritage detection.

At the same time, the Beijing Yongen District is establishing a joint punishment mechanism, and tourists listed on the ‘blacklist’ in the Badaling Great Wall scenic area will also be rejected by other scenic areas in Yongen District.

‘Punishment regulations’ on the first day, a man intentionally carved ‘Sichuan’ on the main body of the Great Wall and was handled according to law.

Badaling Scenic Area Management Office Supervision Office Director Zhang Wei introduced: At 10:25 on April 6th, when staff were patrolling the fifth grid area according to the ‘Badaling Great Wall Scenic Area Cultural Relic Protection ‘Grid Management’ Regulations, they found two men crouching and standing facing the wall, acting suspiciously. After approaching to check, one man was found carving the wall tile, and one man was guarding, having carved “Sichuan” on it. The staff immediately stopped and reported to the management department. Currently, the Public Security Bureau is handling the case according to Article 63 of the ‘People’s Republic of China Criminal Code’ for the violator Li Mou, detaining him for 5 days and fining him 200 yuan. According to Article 6 of the ‘punishment regulations’, the man who carved the wall and his accompanying guard were included in the scenic ‘blacklist’, and their ticket purchasing rights were restricted.
