Wulingyuan District, Zhangjiajie City: Implementing the ‘Four Beauties’ Action to Paint Mountains and Water Green
The People's Liberation Army's 7 'Golden Standards' in Wulingyuan District, Hunan Province, Zhangjiajie City. In recent years, Wulingyuan District has earnestly implemented the strategy of rural revitalization, continuously deepened the development model of '' (high-quality scenic areas, characteristic towns, beautiful countryside) 'three-in-one' tourism, implemented the 'livable beauty, environmental beauty, ecological beauty, rural style beauty' four actions, and the overall rural environment of the district has been significantly improved, and the quality of life and sense of happiness of the masses have been significantly enhanced. In 2019, Wulingyuan District was awarded as '2019 Annual Outstanding County and City for Rural Living Environment Improvement' by Hunan Province.
Implementing the 'Livable Beauty' action, making houses beautiful. Specifically, 20% of the annual revenue of the district's fiscal income is allocated to beautiful countryside construction, totaling over 200 million yuan invested in water, electricity, roads, communications, and network projects over 1200, with an average investment of over 600 thousand yuan per village (residence). It has been upgraded and renovated for a batch of township garbage transfer stations, farmers' markets, water supply plants, convenience supermarkets, and established a comprehensive rural service platform and village health clinic, breaking the 'last mile' service. It formulated and implemented rural construction management regulations, compiled rural residential design manuals, provided free design solutions and strictly enforced supervision, ensuring that the height, style, area, and pattern meet design requirements. It took policy incentives, reward-based compensation, and demonstration-driven measures, completing the renovation of 939 households for rural residential style and (hazard-reduction renovation). By taking the creation of pastoral comprehensive resorts and agricultural technology industrial parks as a starting point, 480 (yuan) were invested to focus on the construction of the architectural style of Yangjiaiping Village, which successfully created as Hunan Province's beautiful countryside demonstration village and was listed as one of Zhangjiajie City's 'Ten Outstanding Rural Tourism Zones (Points)'.
Implementing the 'Environmental Beauty' action, making the environment good. Flagship action to confront scale-based livestock and poultry farming, abolishing and demolishing 109 family farms in prohibited breeding areas, and regulating 19 family farms in regulated breeding areas. In the pilot areas of Zhonghukeng Village and 8 other villages in Zhonghukeng, it improved the infrastructure for garbage classification, established garbage classification experience points, and constructed a 'household classification, village sorting collection, township disposal' system, and the reduction of rural garbage classification work was steadily promoted. Currently, every household is equipped with garbage (boxes, buckets), townships have built 800+ garbage pools (boxes, buckets) and garbage transfer stations, and 30+ garbage collection vehicles were purchased. More than 200 households completed rural toilet renovation, firmly advanced the River Chief system, built and operated 4 sewage treatment plants, promoted the application of '4-pool wetland sewage treatment system', the rural domestic sewage treatment rate reached 82%, and the water quality of the source water reached 100%, and water safety achieved full coverage. With well-arranged rural residences, clean and tidy courtyards, and comfortable living environment, a new scenic spot has emerged in the depths of the mountains.
Implementing the 'Ecological Beauty' action, making the ecology better. All parties in the district concentrated their efforts, bravely launched the action, abolished and shut down 199 illegal tourist reception venues, demolished 11,000 square meters of illegal construction, and restored 12,000 square meters of ecological vegetation. It carried out greening and afforestation, environmental beautification, and street lighting work along the entrances of the Yanglong Highway and Zhangqing Highway, the Yuyuan Tunnel, etc. It built a 'Spring has flowers, Summer has green, Autumn has fruit, Winter has scenery' ecological corridor. The district has 100% of provincial-level ecological villages (residences), and the benchmark rate of beautiful countryside villages (residences) is above 90%. Villages such as Yangjiajie were selected into the 'Hunan Province's Large (Large) Cultural Ecology Tourism Boutique Route Scenic Cluster (characteristic villages and towns) and the first-batch national all-around tourism demonstration areas. The Wulingyuan District's rural tourism has become the third growth pole in the overall tourism development of Wulingyuan District. Yangjiajie and 6 other villages (residences) were selected into the 'Hunan Province's Large (Large) Cultural Ecology Tourism Boutique Route Scenic Cluster (characteristic villages and towns), and the Wulingyuan District's characteristic homestay clusters were promoted at the 'National Rural Tourism and Poverty Alleviation Conference', and successfully created as the first batch of national all-around tourism demonstration areas. Rural tourism has become the third growth pole in the overall tourism development of Wulingyuan District.
Implementing the 'Rural Style Beauty' action, making the rural culture and customs better. More than 240 million yuan was invested to build 33 village-level cultural activity centers, and a wide range of cultural activities were widely organized to meet the people's interests and preferences. It actively advocated for new cultural styles. In the villages of Keqi and Tianguan, as well as some villages, built village-level cultural walls and village museums, popularized cultural knowledge, village history and rural customs, and rural folk customs. Zhonghukeng, and Tianguan, Siyanyouyu and Tianguan in the Zhonghu district have fully utilized the advantages of being located in the core tourist scenic area and the brand of guesthouses, and vigorously carried out training on civilization etiquette, service reception, and legal regulations. It actively promoted the transformation of farmers into tourism service personnel. The district has more than 5000 farmers engaged in tourism service work, and the average monthly income has reached more than 3000 yuan. It established a perfect party leadership and rural governance mechanism, and the rural governance system is more complete. It has been awarded as 'Outstanding County and City for Social Order and Public Security Management' for 24 consecutive years, and has been awarded as 'Outstanding County and City for Public Security Management' for 14 consecutive years. A batch of villages and communities have been listed as national model villages for legal governance and rule of law.
Currently, through resource integration and effective measures, Wulingyuan District has preliminarily established 'one household and one scenic spot, one village and one work of art, one line and one scenery' beautiful countryside, rural living environment has been significantly improved, and the happiness and sense of achievement of the masses are constantly improving. In the future development, the Party Committee and the District Government will step by step, work diligently, and continue to implement rural environmental management, build beautiful and happy new homes, and write new chapters of ecological harmony.
