Yunnan Luoping: Innovative Village Planning Land Integration Model
Jinji Peak Forest, known as China’s most beautiful peak forest, is the core tourist attraction of one hundred thousand acres of flower seas throughout Yunnan Province. Upon arriving at Jinji Village, located in Banqiao Town, which won the ‘China Beautiful Leisure Village’ award in 2019, with white walls and blue-tiled sloping roofs and tidy and orderly village streets,
‘It was originally quite a popular tourist destination, with serious phenomena of building haphazardly. Later, through the Town Regulations Committee and Village Committee, we found a 50-odd acres of land suitable for planning beside the village to meet future housing needs of the villagers.’ In the construction site being planned, Jinji Village Party Secretary Yang Gui bin told reporters, ‘Farmers with land build their houses here, and farmers without land are unified and concentratedly built, solving the phenomenon of haphazard construction.’,

Entering Peak Forest Inn, villager Liu Chunfen is tidying up housework in her yard. ‘Before, when tourists came, they worried about not having a place to stay, the environment was not very clean, and they were not used to it. Now, with village construction planning, the roads have been repaired, and the environment has been renovated, tourists feel very comfortable, and the economic income is also high, which we really thank the government for its investment in our village.’ Liu Chunfen said.
In recent years, Banqiao Town has relied on the tourist resources of Jinji Peak Forest, using land space planning as an opportunity to activate and utilize idle rural land, innovating land integration models, and regulating village construction styles. Within the planning scope of the Jinji Folk Culture Tourism Town and the agricultural market construction, 90 acres more than are planned, which can add 270 more sets of new houses, meeting the housing needs of villagers for 20 years, effectively avoiding the phenomena of grabbing, building haphazardly, and wasting investment in building houses.

Since the launch of land space planning, the town has taken rural land adjustment as a breakthrough, exploring a new model of village construction development led by Party building, guided by the government, participated in by the masses, and operated by companies, ‘We insist on government guidance, tailor it to local conditions, scientifically plan, and ensure it is practical and feasible. We insist on the participation of the masses, using one thing and one discussion, changing the phenomenon of ‘building new houses but not building a new village.’ We insist on legal supervision, and building land must be applied for voluntarily by villagers, initial screening by village committees, and approval by the Town Regulations Committee before construction is allowed. Any haphazard construction will be firmly demolished.’ Banqiao Town Party Secretary and Town Mayor Qian Conglin said.
According to reports, Luoping County regards land space planning and village construction planning as public works to be undertaken, based on the Law on Urban Planning, the Land Management Law, and the Rural Land Contract Law, scientifically defining ‘ecological protection red lines, permanent basic farmland protection lines, and urban development boundary lines,’ through practical innovation and institutional innovation, formulating village development schemes, improving construction mechanisms, coordinating departmental resources, and controlling land use to ensure the coordinated and orderly promotion of production, ecology, and living ‘three lives’ spaces, thus maximizing the transformation of rural haphazard construction, waste of land resources, and redundant investment in building houses.
